In California, and on all National Coastlines, we have a similar rule of law between the 'mean high tide line' and the low, but unfortunately, many coastal land owners think they can prevent ACCESS to that coastal strip of public property. I've always advocated that the State should make the 1/4 mile strip along the entire coast a State/National Park, and forbid any private ownership of land within 1/4 mile of the high tide line. That would mitigate the problems with erosion and rising sea levels due to climate change. The Capitalist Lawyers always ask me how we deal with the rich man's mansions along the water, and I say "eminent domain," and they can always buy along the 1/4 mile line, and gain a public park on their back yard. I like to think of ownership of land and other natural resources as a false concept, or rather a FRAUD which is perpetuated by Capitalists.
